Upload a CSV shaped like the Finance export: category_l5, project_l6, fiscal_year, month, amount (whole dollars — converted to $000s). Matching rows replace actuals for that project and month; project ids that match nothing are listed for review.

Approved envelopes by fiscal year and source, $000s. Asset Plan Expected (SOY) is the default the headroom panel measures against; Optimal is Expected ÷ 0.8 unless a figure is entered; IPR is information only. Double-click an amount to change it.
