What gets validated
- Project# must exist in CBFish and be active in the FY28 SOY cycle.
- COLA must be a decimal fraction between 0 and 0.15 — 0.0228 means 2.28%; a value like 2.28 reads as 228% and is flagged, not applied.
- BaselineBudget must be numeric and non-negative. $0 is legitimate (e.g. baselines adjusted for multi-year contracting).
- EndFiscalYear must be the start year or later, or “indefinite”.
- Cycle-aware amounts: Two-year baselines cover both years (double + inflation) — a single-year amount on a Two-year cycle raises an advisory warning.
- The workbook may contain only the Baseline Upload tab — stray SOY tabs are rejected.
- The system columns (CreatePersonID, CreateDate, UpdatePersonID, UpdateDate, ProjectID, ProjectBaselineBudgetID) are ignored on upload — CBFish fills them.
