Survey
Conduct Annual MALI Surveys in Suitable Habitat
COA 11.105, COA 11.107
Each year Covered Activities are expected in MALI habitat, and again before SCADA or transmission line maintenance and repair, the Designated Biologist or Biological Monitor repeats the MALI preconstruction survey so that non-disturbance buffers can be placed around any plants found.

Conduct Nesting-Season SWHA Survey Before Field Investigations
COA 11.78
When preconstruction field investigations must occur during the SWHA nesting season, the Designated Biologist surveys the preconstruction activity site and the area within 0.5 mile for nesting SWHA before those activities begin.

Conduct Preconstruction CBB Habitat Survey
COA 11.96
Before ground-disturbing Covered Activities for each Project Phase, site-level surveys under the CDFW-approved protocol determine whether CBB is present within or adjacent to the proposed activities, and Permittee submits the results to CDFW in the Construction Phase Authorization Package.

Conduct Preconstruction GGS Survey
COA 11.56
Before any Covered Activities, including preconstruction activities, during the GGS active season (May 1 to October 1), the Designated Biologist with Biological Monitor assistance conducts CDFW-approved preconstruction surveys within each Project site and a three-foot buffer, and Permittee submits the results to CDFW in the Construction Phase Authorization Package.

Conduct Preconstruction MALI Survey
COA 11.105
Before Covered Activities, a CDFW-approved Designated Biologist with Delta special-status plant expertise, assisted by Biological Monitors as needed, conducts floristic surveys under CDFW-approved protocols and the CDFW and USFWS botanical survey guidelines to identify MALI and suitable MALI habitat within all Project sites and a 100-foot buffer, and Permittee submits the results to CDFW for written approval before starting work.

Conduct Preconstruction SWHA Nest Tree Survey
COA 11.71
Before any Covered Activities, the Designated Biologist, assisted by Biological Monitors as needed, surveys under the CDFW-approved SWHA protocol to identify suitable and known nest trees (occupied in any of the past five years) within 0.5 mile of each preconstruction, SCADA, transmission line, access road, construction and postconstruction maintenance site. Permittee submits the results, with occupied and recently occupied nests noted on the plans, in the Construction Phase Authorization…

Conduct Preconstruction TRBL Breeding-Colony Surveys
COA 11.84.1
Each year Covered Activities are expected in or within 1,300 feet of TRBL habitat, the Designated Biologist surveys for breeding colonies and suitable nesting habitat during the breeding season, monthly in March, April, May, June, July and September, in the year before and the year of the work. If work begins during the breeding season, three surveys occur within 15 days of commencement with one within three days of ground disturbance, and a survey is run three days before reinitiating after…

Conduct Preconstruction TRBL Habitat Survey
COA 11.84
Before any Covered Activities, the Designated Biologist, with Biological Monitor assistance as needed, runs the CDFW-approved TRBL survey protocol to identify suitable nesting and roosting habitat within each preconstruction, SCADA, transmission line, access road, construction and maintenance site, and Permittee obtains the most recent colony information from the UC Davis Tricolored Blackbird Portal Project, or another CDFW-approved source, for use in the site-specific surveys.

Conduct Preconstruction TRBL Roosting-Habitat Surveys
COA 11.84.2
Each survey year, the Designated Biologist surveys for TRBL roosting habitat and its use during the nonbreeding season (September 16 to February 28), in the year before and the year of the work, at each construction site or maintenance area and within 300 feet of it, including before nighttime construction and postconstruction maintenance. If work begins in the nonbreeding season, three surveys occur within the prior 15 days with one within three days, and a survey is run three days before…
